May 5, 2016

The meeting was called to order at 2:00 PM by Chairman Ray Lopez.
Chairman Lopez, Vice-Chair Linda Lennon-Roth were present and Committee Member Stephan Mundwiler was absent after a roll call vote.
URGENCY ITEM
In order to maintain a quorum for the May 19, June 2, and June 16, 2016 Meetings it is proposed that the meeting be held at 10:00 AM in City Hall Building A.
A motion was made by Chair Lopez and Seconded by Vice Chair Lennon-Roth with a Vote of 2-0 that the meeting time be at 10:00 AM for the Special Meetings of May 19, June 2, and June 16.
At this time, pursuant to State law, any person may comment on an item, which is NOT on the agenda. PLEASE STATE YOUR NAME FOR THE RECORD.
Comments are limited to the first ten (10) speakers at three (3) minutes per speaker. All comments are to be directed to the Architectural and Landscape Review Committee and shall be devoid of any personal attacks. Members of the public are expected to maintain a professional, courteous decorum during public comments. |

Conditional Use Permit No. 04-16. A recommendation to the Planning Commission and City Council for the approval of the design elements of a Conditional Use Permit to establish a medical marijuana cultivation facility within a new 40,440 square foot one-story building on a vacant 2.52 acre parcel. Other proposed improvements include on-site parking and circulation, trash enclosure, retention basin and landscaping. The project is located at southwest corner of San Jacinto Lane and Cabot Road within the General Plan Light Industrial (I-L) Zone. Applicant: Black Pepper Ventures / Chris Jones |

Recommendation: |
Staff recommends that the Architectural and Landscape Review Committee (ALRC) recommend that the Planning Commission make a positive recommendation to City Council. |
Rich Malacoff, Senior Planner presented the staff report and a discussion ensued.
A motion was made by Vice Chair Lennon-Roth and Seconded by Chair Lopez with a Vote of 2-0 that the the ALRC recommend that the Planning Commission and City Council approve Conditional Use Permit 4-16 subject to relocation of the Washingtonia Robusta away from the curb, provision of mounding on the perimeter of the site, and more articulation of the street frontage of the building.
The meeting was adjourned by Chair Lopez at 2:51 PM.
