Mayor Matas called the Special Meeting to order at 6:00 P.M. |
Present: Council Members: Russell Betts, Gary Gardner, and Robert Griffith Mayor Pro Tem: Jan Pye Mayor: Scott Matas |
Council Member Gardner led the Pledge of Allegiance. |
Action: Pye moved to approve the October 22, 2019 Special meeting agenda , motion seconded by Betts, motion carried 5/0 by the following vote: |
Vote: AYES: 5 - Matas, Betts, Pye, Gardner, Griffith Passed NOES: 0 - (None) |
Kathy Kusmitch expressed the need for a traffic light at Pierson Boulevard and Cholla Avenue; and stated that there was an odor at the Senior Center and puddling of water near the trash bins. |
Kamran Amirianfar expressed concerns regarding his development project. |
Eddie Johnson spoke regarding crosswalks at Desert Hot Springs Middle School. |
Martin Carreon spoke regarding uniform codes. |

Recommendation: |
1) Staff Report; 2) Entertain Questions of Staff from City Council; 3) Open the Public Hearing; 4) Take public testimony from those in favor; 5) Take public testimony from those opposed; 6) Take public testimony from those in a neutral position; 7) Close the Public Hearing; 8) City Council discussion and questions to Staff; and 9) Adopt a Resolution of the City Council of the City of Desert Hot Springs, California, 1) certifying the Negative Declaration; and 2) approving the General Plan Amendment - Housing Element Update 2013-2021 of the General Plan. |

Rebecca Deming, Community Development Director, presented the staff report and responded to questions. |
Jose Rodriguez, Consultant, MIG Inc., presented the Staff report and responded to questions. |
Gordon Countryman spoke in support. |
Martin Carreon spoke in favor. |
Michael Lang spoke opposed. |
Diane Powell spoke opposed. |
Cherie Ortega spoke opposed. |
Mayor Matas read into record, a letter of opposition from Michael Picardi, a copy of which was received and made a part of the record. |
Ron Harris spoke opposed. |

Kayla Henderson, Inland Counties Legal Services, distributed and discussed written testimony, a copy of which was received and made a part of the record. |
Gordon Countryman provided additional comments. |
Mayor Matas closed the Public Hearing. |
A discussion ensued. |
Action: Gardner moved to approve staff recommendation and adopt Resolution No. 2019-046, motion seconded by Pye, motion carried 5/0 by the following vote: |

Mayor Matas adjourned the Special Meeting at 7:27 P.M. |
